YES, NÓS TEMOS BANANAS! DESERTOS ALIMENTARES E DIREITOS FUNDAMENTAIS

RESUMO

O presente trabalho tem como tema principal o estudo dos desertos alimentares na cidade de São Paulo, SP. Barreiras físicas, desigualdades socioeconômicas e desinformação nutricional são fatores que impedem o acesso da população periférica aos alimentos in natura e dificultam o entendimento do que é a alimentação saudável. Além do descaso no planejamento urbano e da falta de políticas públicas sobre o assunto, o deserto alimentar cria a ilusão de que o feijão com arroz é ultrapassado. Ademais, a insegurança alimentar, agravada pela pandemia de Covid-19, trouxe voz a quem tem o vazio no prato. A alimentação é muito mais do que um gesto de amor e solidariedade: estão no menu os interesses da indústria alimentícia para o fim do Guia Alimentar Para a População Brasileira elaborado pelo NUPENS (Núcleo de Pesquisas Epidemiológicas em Nutrição e Saúde, da Faculdade de Saúde Pública da USP). Assim, restarão delimitados o conceito de deserto alimentar, bem como a precarização nutricional em contraponto aos direitos sociais fundamentais à alimentação humana adequada e, consequentemente, à vida. A partir da metodologia bibliográfica, serão abordadas as responsabilidades estatais e do setor privado frente ao citado Direito Social Fundamental, conforme o art. 6º da Constituição Federal de 1988.

ABSTRACT

This work has as main theme the study of food deserts in the city of São Paulo, SP. There are physical, socioeconomic, and nutritional misinformation barriers that impede the peripheral population access to fresh food and make difficult to understand what heathy eating means. Besides the neglect of urban planning and the lack of public policies on the subject, food deserts create an illusion that rice and beans are old-fashioned. Thus, food insecurity, aggravated by Covid-19 pandemic, gives voice to those who have emptiness on their plate. Food represents so much more than a gesture of love and solidarity: it’s on the menu the food industry’s interests pressing for the end of the Food Guide for the Brazilian Population conceived by NUPENS (Nucleus for Epidemiological Research in Nutrition and Health, from Faculty of Public Health at USP). In the present work, the concept of food desert will be delimited, as well as the nutritional precariousness related to the social fundamental right to adequate human food and, consequently, the right to life. Based on a bibliographical methodology, the state and private sector’s responsibilities will be analyzed in relation to the Social Fundamental Rights, listed on art. 6 of the Federal Constitution of 1988.
